Sarah Gilbert is a veteran of Capitol Hill, where she served in the House of Representatives for over a decade. Before joining CGCN, Sarah served as Chief of Staff to Congressman Neal Dunn (R-FL), the Vice Chair of the powerful House Energy and Commerce Committee and a member of the Select Committee on the Chinese Communist Party. Prior to serving as Chief of Staff, she led Congressman Dunn’s policy shop. Sarah also served as a health care policy advisor to Congressman George Holding (R-NC), who served on the House Ways and Means Committee.
She has expertise in health care policy spanning the massive jurisdiction of the House Energy and Commerce and House Ways and Means Committees, which authorize hundreds of mandatory and discretionary spending programs that cover the full continuum of the United States healthcare system. She also focused extensively on the nexus of health care policy and national security, particularly as it relates to the threat posed by China and other state actors. During her time on the Hill, Sarah played a role in the reconciliation processes undertaken by the Trump administration in both 2017 and 2025. She also was key in prescription drug pricing reform discussions and policymaking, MACRA reform efforts, the 2022 User Fee agreement negotiations, passage of the BIOSECURE Act and various public health reauthorizations. Sarah is a graduate of UNC Chapel Hill and lives in Washington, D.C.
